The Alt+Shift shortcuts are Chrome commands. If one does nothing, another extension has likely claimed that combo — Chrome leaves conflicting shortcuts unassigned. Set or change them at chrome://extensions/shortcuts. (The chapter key M is built into the recorder and isn’t listed there.)
